If I read your comments correctly, this sign is in front of your apartment?
In Melbourne (where I am) the weather has been so hot lately, It is a good sign that Christmas is approaching (and the holidays!). I don't notice as many light displays as I did in Japan. And I remember Kobe's luminarie display! that was spectacular! Do you know if they still do that in Kobe?
